What are the best bungees out there?
It seems like a lot of the best ones are homemade. How do you make them? What tubing do you buy?

Yes. Lowes/HOme Depot around here has it with plumbing. They only carry 10' lengths though...

When I have bought surgical tubing, I bought it at GI Joes in the fishing department. It is used in short lengths to attach weights to fishing line. It comes on rolls and you can measure out the number of feet you want. In the past they have had a few different diameters.
I then put some pieces of pipe insulation (ethafoam type) on the bungee before creating the loop at the end.

I agree - I rarely use them. Yes, putting a bar up takes time and especially in a big group with multiple abilities, and yes they get expensive when they break, but I think vaulters get too comfortable with raping bungees and never really learn how to negotiate the bar unless they train with one.
Bubba used to have a good rule of thumb which pisses all the pro-bungee people off - whatever height bungee you can clear, you really would have cleared a bar set 2.5 feet lower.
