Plants Under
I have a 14 year old girl whose best vaults are when she takes off about 9-12" under where she lines up to plant. Her PR is 10'3" and she is currently jumping on a 12' pole holding at 11'5". When she goes back and her step is on, she can not get to invert. What can I do to help. Also she is not fully inverted when she turns, what drills help get her from her takeoff to upside down....Thanks

Souns like you have a tough one, but she can be fixed.
Basically, with a plant so far under, she has moved her center of gravity so far forward that she gets to the pole really quickly. That is good for low altitudes, however, she hs no penetration and thus is setting herself up for injury down the road by coming up really short.
Since I am a believer in the Petrov technical model, I suggest you get the Beginner to Bubka book by Alan Lander. Look for it on Neovault. There are excellent step by step progressions that will help you get your athlete taking off at the right place and learning to swing to inversion. Just be patient. She has to unlearn some bad habits and learn the correct way to jump.

I agree with above - it will take time to relearn the correct habits, but very worth it in the end. BtB is a great book and has some great progressions.
Most likely with being so far under, she is being ripped off the ground, and thus does not have to jump at takeoff - when her step is on, she probably is not "completing" completing the takeoff by jumping. If you have video of these vaults you can look at the takeoff foot, if the toe points back to the takeoff spot and stays that way, she jumping, if it stays close to dorsiflex, she is just "running through her plant."
Best of luck, but I highly encourage the Beginner to Bubka (BtB) investment as well.
