Yes, its very possible to set your goals too high. When it comes to goal setting you should be as realistic as possible. Set short term and long term goals that you think are very possible to reach - then, when you reach them, you redefine them. By doing this, not only do you get a sense of accomplishment each time you hit the goal, but you see that your training regiment is working and should continue to. If you set up a logical goal and dont acheive it in the time you allow yourself, then you know you need to change something up.
I'm definitely an advocate of constantly evolving attainable goals as opposed to only having a long term goal that is much higher than the level you are currently at.

goals
Your goals should focus on the process of vaulting, getting the pieces correct not the height you want to vault. Getting it right will let you jump even higher than you can imagine. You will set your goals based on your abilities today (if you set reasonable goals). As you get better at the process of vaulting your abilities obviously will improve and your earlier goals will seem frivilous.....

You are so right!!
Its amazing when you hit your form how everything fall into place, a sort of blind faith sometimes. PV heights, as i'm always being reminded, are the products of good form. But i believe that it is good to have high goals, not too high obviously, you should never doubt yourself, yet also having high goals keeps you on your toes, you should never be satisfied for too long, i think that is the mental game of pv and thats why its so addicting and so easy to get frustrated.....it fun isn't it?
