I would imagine she chose Notre Dame for academic reasons more than track reasons.
A quick look at their roster showed one girl vaulter who appeared to be jumping a bit lower than her high school PR, and one who was jumping about 6 inches higher. They didn't have info for the third girl I saw.

Who knew Notre Dame had a track team?
Seriously though, they did have a guy jump 17' on 17' poles back around '98. He used to post on the vaultworld board back in the day and he couldn't figure out why he couldn't jump more than a foot over his grip.

"You have some interesting coaching theories that seem to have little potential."

A Notre Dame woman vaulter has finished in the top two outdoors in the Big East Conference the last three or four years. Last year a Notre Dame woman won the conference, but has a bad non-vaulting related injury and is redshirting this year.
Notre Dame is a well-rounded school in many ways. One of the more notable is that football doesn't suck up all the resources like at most other D-I schools. The women track athletes get treated really well. For instance, when the above mentioned vaulter has been injured the school has made the same resources for rehabilitation available to her as they would have made for Brady Quinn, including a lot of one-on-one time from specialized staff members. At a lot of schools they give you ice and a list of exercises, which may or not be specific to the injury sustained, but no one spends the time to supervise and monitor progress, except maybe a student trainer if she is lucky.
