is there a place where i can read the rules for the pole vault?

They have some abridged rules at http://www.pvei.com but im not sure where you can get the complete rules online

look through http://www.cifstate.org/ . that's the cif official website. You're head coach also should have a rulebook. It's a good idea to know the rules. Believe it or not even officials at the state meet don't know all the rules and make up some of their own.
