Is Top Pad REQUIRED in High School Competition?

Is Top Pad REQUIRED in High School Competition?

I read somewhere online that a "minimum 2-inch top pad is REQUIRED equipment" for high school competition, but I can't find that rule in the 2011 Rule Book.

Is that correct and, if so, where can I find it?

Section 5 Pole Vault
Article 7 (last sentence in the paragraph)

Even if it wasn't required, it's a huge safety issue.
