How to build an Idoor Track & Field Facility?

I am curious to know how one might go about building an indoor facility. Let's assume from that start that it will be expensive, okay.

I live in an area (South East Connecticut) where 5-6 months out of the year vaulting and many other track & field sports are nearly impossible out of doors. I'm interested in finding out how someone might go about constructing a facility. Obviously we'll need a high enough roof, how high? How much land? How big is the footprint for a 200 meter indoor track? Could one get by with a large metal-sided building, like many horseback riding facilities have? Who has experience doing this type of thing and how do I go about getting the information (assuming that it is best not to re-invent the wheel)?

I'm thinking that several high schools in my area might be interested in sharing such a facility.

I'm in the dreaming stage right now. Please let me know if anyone out there has any information or knows whom I should contact.

Check out the US Tennis Court and Track Builders Association website. I would estimate a minimum of 92m by 43m for a 6 lane track.
