So I'm in high school and I'm helping out at this meet for middle school and its a really windy day and this kid goes over the bar but his pole hits it and is just on the edge till the wind blows and gives it tht last little push and it falls down my coach said it was a good jump but I disagree because it fell off like 5 secs after he goes over and his pole knocked it down the most part whats the real call on something like this

If you are 100% sure the vaulter made an effort to push the pole back and the vaulter was otherwise clearly over. it's a fair jump.
If the vaulter did not make an effort to push the pole back, it's a foul.
If you're not quite sure about the vaulters effort to push the pole back, but he/she was clearly over, give a redo.
