Stuck at 14'6

This is the video of my team mates 14'6 at conference
He has been stuck at 14'6 and just cant seem to get that little bit extra out of his poles even though he is holding farily high.
Height: almost 6'3
Weight: 155lb
Pole: 14'6 170, holding about 14'5
Standards: 26"

He's at least a foot under, and then he gets ripped off the ground into a sitting position through the cord of the pole, then he muscles up (incredibly) to a pretty late inversion and push off. A free take-off (and consequently a long swing through the cord of the pole) is what he needs to go higher.

Try and get that left arm as high as you can instead of letting it come in. Of course do the same with ur right arm. Thats the first thing u should focus on. Then focus on creating as much distance between your chest and the pole as you can or you can focus on "pulling" (kinda bad word 4 this) on the pole with your shoulder (all the while your arms are straight). This all occurs in the rockback. Brad Walker does this very well. He plants high enough where his chest is driven forward (note left arm high and back, allowing chest to drive: a narrow grip and help with this) And you can actually see him push the pole away from his body. Now I know some other ppl will say that the bend of the pole is doing that but thats not quite correct. Heres the link for Brad, observe his arms and row:

On that note... its not a row... if you row, you'll leave yourself in a position for your shoulders not to be able to drop and full inversion won't be possible.
Pressure with the arms should be upwards, not a row.
Most of your vault looks pretty good... you are however taking off under... overstriding at the end. You could use some runway work.
Congrats on the win though! Bet that was exciting!

To my knowledge he does row, but he can only get inverted because of his tuck and shoot... in the Petrov model, 'rowing' does not occur until the hips are at or above your hands, just before you begin your turn.

he used to look like he followed petrov really good... perfect swing and trail leg, but he could never get upside down... then when he started to get inverted the plant started lacking
