He doesnt need to come in lower than 11'. If he completes any jump, its obvious the lowest he will jump is 11'. 9', 9'6, 10', 10'6 are all wasted jumps. He has amazing speed considering he is jumping at 12'3. His take off looks under which probably contributes to a less powerful swing. Have him work on taking off on, probably around 10' or 10'6 i would guess if he is gripping what, around 13'? Definitely no farther in than 9' on the takeoff. That will give him more penetration, but dont move him up a pole yet! I would suggest moving the grip down 3 inches and have him swing harder, not sooner, but harder, and to come back farther, and keep his hips moving up the pole. If he does this, he will need at least 2 or 3 poles bigger. Keep the same grip until he jumps a minimum 6" over his hand grip. If he clears 13' gripping 13', hes doing ok. It would be better to keep that grip and work on coming back more to get more push on top, but i understand hieghts are important to a coach, and gripping higher would do it. Just understand that eventually he will need to learn to come all the way back to jump 12"-24" over his grip, and if hes constantly moving his grip up, it wont happen as soon.
