In pole vaulting and exactky in the swing phase the vaulter shoud not pull the pole to the shoulders or chest.while in boat they pull when there body is not extended.this is very important difference between vauting and rowing.
another thing is when the vaulter is in the L phase ,the top hand is far from the body when he moves the hand to the foot.but in rowing the hands must be near the body when he move the hands near the legs.
In the I phase the vaulter will extend his body upside down making his legs,hips shoulders and hands in one line,but in rowing he will extend his legs and pull the hands near the chest keping it away from his legs.
