Issi typically takes off about about a foot under, so I wouldn't call her a P/B vaulter.

I do not believe Isinbayeva is 1 foot under! The still frame from the video shows David's assertion to be questionable.
Charlie, I do not know what a "Press Plant" is. Perhaps you could explain what you mean by this terminology in the Advanced section of PVP.
