during the summer time, if you cant be doing serious short-runs to tune up your mechanics, you are probably better off concentrating on your physical abilities.

Find a personal trainer or coach who can analyze what you are looking to change in your performance- getting stronger and faster obviously, but in what way will help you the most. You want an experienced coach to give you balanced workouts if you are going to get a lot of benefit from the summer. Check your local gyms and sign up for a personal trainer to give you some 1 on 1 ideas, or if you have a coach from your school, have him write you some workouts as well. You wont get a lot better if your workouts arent scheduled and precise.

Also, see if you can find some camps nearby. Talk to your coach; maybe he/she would be willing to have "open gmys". That's what we're doing-once a week. Plus lifing, on alternate days.

There are tons of stubby drills, and you can do sprint mechanics and workouts to make you faster. Combine this with a good lifting program and your set.

If you can weasel a pole away from your school or a friend, there are tons of drills you can do into sand. Heck, sand is softer than what some people used to pole vault into. You can either you the long jump pit at a local high school or you could go play around at the beach!
