Well it sounds like you are ready for a serious coach to help you out, because there are a ton of things that need to happen before the turn. In fact, good jumpers dont worry about the turn, because when you are upsidedown and shooting your feet toward the sky, if you go up far enough the turn comes naturally. It sounds to me like at this point you would have to force to turn... instead think about staying inverted with the pole longer and keep moving to pole farther up your body.... if you do that well enough the turn will happen on its own.
(P.S. ive seen people clear 15'6 on their backs just like you, so dont think this part of the jump is stopping you from getting better)

I'd suggest moving to a pole thats heavy enough so your not bending it yet. If your that new to pole-vaulting, you shouldn't be bending, that can cause you to get bad habits.- when you get inverted all you have to do is extend your body, and you automatically turn around the pole.

my coach always say the turn wont help unless you are able to become iverted (like stay straight up). if you cant get to this position then turning wile half up will cause your hips to drop down and actually hit the pole. What he says, but I think it makes sense. Btw where do you practice in the summer. is this for your school, b/c i'd so love to pv noww but i cant till indoor season.
