NCAA D 1 Outdoor Regional Tiebreaker

Is there a tie breaker to arrive at the 48 women pole vaulters for the Regional Qualifying list? If so, is it the same as the Indoor National Qualifying list tie breaker?

I believe it goes down to has the best 2nd height, after that it's who has done it most recently
On a whole new level 6-20-09
