To clarify things, I just got this from the USATF website concerning entry into the 2003 Juniors:
"Athletes must be at least 14 years old on the day of competition but not turn 20 years old during 2003."
I was wrong about Tommy's age, apparently he just turned 19, not 20. My Bad!
