I was wondering if someone can explain to me the rule which says that if you are on an official college roster, why you cannot jump in open meets unattached

There is no such rule. Athletes do this all the time. Perfectly legal

Oh, i only ask because my friend vaults for a D1 school and was just suspended for the rest of the outdoor season because he jumped at a meet at the armory during his spring break

That sounds like a team policy thing to me. He might have done it without permission from his/her coach or even might have even been told he couldn't. I have jumped unattached probably 10 times in my college career. There are no NCAA rules against it that I know of.

Your team can make whatever rules they want and dispense punishments accordingly.

If he did not know about this rule, he should try to appeal the decision with higher-ups in this athletic department, but if they suspended him like that, I suspect that the rule was clearly stated in their team manual, or was verbally told to him, and that he broke it anyway.

Each D1 School has an NCAA Compliance Director on their campus- They need to go check with that person to find out the rules.

We don't allow athletes to do this at Cal state fullerton.

There IS a rule though only allowing athletes to compete in a certain number of meets, so if they do compete 'unattached' they could count that as a meet whether you represent your school or not.

I heard this rule mentioned more than once, with regard to the legality of competing unattached during the same season you are competing for your team.

No there is not! This was discussed at the last board meeting of my track club.

There are certainly plenty of rules preventing athletes from receiving illegal benefits from clubs, or prize money, and I doubt you could compete for a club during your actual collegiate season, but I don't think it is illegal to compete for a track club in the summer.

If I am wrong, someone please post the text from the NCAA rulebook. They are available online.
