South Carolina's boys record in the state meet (which is what the high school league views as the "state record") is 16'9" by Mitch Greeley.
The actual highest jump by a high schooler from South Carolina is 17'1" by Chase Shealy. I think of this as the record just because it is the actual highest jump recorded.

In Washington state, the boys record is 17'4 3/4 set by Casey Carrigan in 1969. It was the national record for many years. He made the Olympic Team between his junior and senior years of high school! Would have made the finals in the Olympics except his third jump at 17'0 was ruled a miss due to the pole passing under the bar (obviously no longer a rule).
I firmly believe he was the greatest high school vaulter of all time.

I think South Raytown, MO had 2 17-footers back in the 80s when Rick Attig was coaching there before he went to Kansas.

I agree, when Casey jumped 17'4 3/4 the world record was 17’10” (42 years ago) on straight black 16 foot Cata Poles and small pole vault pits compared to today.

New York:
Indoor: Casey DiCesare from Irvington .. 16-5 on 12/25/05
Mary Saxer from Lancaster .. 14-2 on 3/13/05
Outdoor: Jordan Yamoah from Arlington .. 16-6 on 6/11/10 (he is now a Sr)
Amy Linen from Mt Sinai .. 13-1 on xx/xx/00*
I'm sure Amy is the outdoor record holder, but am having troubles locating the exact height and date.
It might even be 13-9.75 set at the Jr Nationals, but that might have been post high school. When I
know for sure, I'll edit and repost deleting these comments as well.
