If a individaul is doing the decathlon. Say his PR pole vaulting in
the decathlon is 16 feet and his individual school PV record
is 15 feet in the Pole Vault only. does his decathlon PR count as a individual school PV record?

It's up to each school how they set their standards for determining school records.
