IF the weather causes an issue, I can see a "wind call". But you still have to make a conscious effort to push the pole in the opposite direction of your direction.
We just had this at a NCAA II meet where a young lady knocked off the crossbar, and coaches cried "Wind", except there was no wind and three officials all agreed no effort was made.
The athlete was a little upset, and on her next jump amazingly threw the pole back VERY successfully and then asked "Was that good enough for you?" while exhibiting some angst.
Had she done that in the first place there would have been no issue.
I do wonder though, should we have penalized her somehow for boosting her adrenalin?
