High School athletes vaulting in open college meets?

The NYSPHSAA is very strict with regulations for high school athletics.

It wasn't until recently that they changed a regulation in their manual that finally allowed girls and boys to run a track race at the same time. A race like the 3200m/3000m or even the 4x400mR in simple dual meets had to be run as separate track events.
In the majority of counties, a dual meet implies four teams. Each school brings both their boys team and girls team. Obviously, the boys scoring is separate from the girls scoring.
