Indeed, the wording of the Wisc rule, if strictly parsed, would suggest *each* athlete gets 2 mins x the number entering, as it doesn't say they share that time (e.g., if two, each gets 4 mins; if 3, each gets 6). That don't make sense, and I'm sure it's not what they intended.
Can we all agree that the best way to impliment this ("best" defined as economically allowing reasonable warmup time) it is that "X number of entering athletes get to share one block of 2X minutes"?
(It seems to me that if one athlete would require 2 minutes by themselves, adding just one minute for each additional athlete would probably result in them all getting the same number of opportunities)

That's what I was looking for.
I don't think that I've ever been at a meet in Wisconsin other than the State Meet where one of the "official" meet officials ran the pole vault event -- it's generally run by the pole vault coach of the host school. However, for what it's worth, the officials at the State Meet have aggregated the warm up time when more than one vaulter enters the competition after passing at least three straight heights.
