This will be a huge problem for a local coach and will prevent the continuation of their home based club as they cannot afford to purchase insurance from a private company and cannot risk athletes pole vaulting at his home with no protection, regardless that they have never had an accident or injury...

I'm under the impression that several PV clubs in the USA are home based facilities. What is everyone doing about this?
