I can definitely tell you that 12's and 13's are flexed on same scale. As are 13'7" and 14's. 14'7" same scale as 15'. Other than that your on your own. But if you follow this pattern 15'7" and 16' same.

That's not the case here.
These coach's know the rules and read up on them every year.
I was just wondering if this is the case in New York State as they stated to the vaulter and her coach that it is the rule in NY.
