Bands are a good tool to use but you have to be sure that you're progressing in difficulty just as you would with by adding weight to a barbell. Distance running is detrimental, but looking at it from a purely substrate perspective leads to a lot of problems. Just don't run distance. Your cardiovascular system will get sufficiently worked via vaulting, sprints and intervals.

in my experience its better to hit the takeoff at 8m/s while you're still accelerating than 9m/s if you've already hit top speed and are decelerating. Considering you can't write properly, I'm guessing you'll be ineligible most of the time due to bad grades. So if you want to be able to pole vault at all, then go home and study.
